Hawkhurst Neighbourhood Development Plan


Hawkhurst was the first Parish in the Tunbridge Wells Borough area to adopt a Neighbourhood Development Plan in 2017.

2022 – NDP Review

The Hawkhurst NDP is being updated and the NDP Steering Group has been established to drive this process. The Steering Group has set up the website ndphawkhurst.com that will be used to keep residents informed on key events and actions. Please note the Council is not responsible for the site.

2020 – Revised NDP

The Hawkhurst Neighbourhood Development Plan was reviewed through 2019 and was adopted by Tunbridge Wells Borough Council in March 2020.

The review included initial consultation in late 2018 and then a review of polices , however only minor amendments have been made so no referendum was required. Hawkhurst Neighbourhood Development Plan April 2020

The Tunbridge Wells Draft Local Plan 2036 is currently being reviewed – a  full review of the Hawkhurst Neighbourhood Development Plan will take place in the future to consider the TWBC adopted new Local Plan.

2018 – Hawkhurst Neighbourhood Development Plan

On March 26th 2018, after receiving 91% support at Referendum and following TWBC Cabinet Recommendation, The Full Council of Tunbridge Wells Borough Council voted that Hawkhurst Neighbourhood Development Plan (HNDP) should be Made. It is therefore now fully in force.

Hawkhurst Referendum Result of Poll 8th February 2018

Following receipt of the examiner’s report, Hawkhurst Parish Council has been working with TWBC to agree a new Submission Version of the Hawkhurst Neighbourhood Plan under Regulation 17a. This has been accepted by Cabinet at TWBC and has been to public consultation commencing July 21st 2017 and ending September 4th 2017.

Tunbridge Wells Borough Council is  satisfied that the plan, as amended, (i) meets the basic conditions (as set out in Schedule 4B to the Town & Country planning Act 1990); and (ii) is compatible with the Convention rights (within the meaning of the Human Rights act 1998); and (iii) complies with the provision concerning Neighbourhood Development Plans made by or under Sections 38A and 38B of the Planning and Compulsory Purchase Act 2004, and can now proceed to a referendum.

on the Hawkhurst Neighbourhood Plan for a six-week period from:

available for inspection at:

Hawkhurst Housing Needs Assessment report 2017

Tunbridge Wells Borough Council has now completed the Regulation 16 Consultation stage. TWBC has appointed a qualified examiner and has submitted the required documentation to her. The examiner’s report is now awaited (18.10.2016).
